Dayton Planning Board
August 18, 2009
Members Present: Remi Caron (Chair), Dick Hall, Dan Plourde, Valerie Cole (Alt.)

Administrative:
Minutes from August 4, 2009 were read and approved. Dick Hall motioned, Dan Plourde seconded, all voted in favor.
Meetings from September - December will start at 7:30 PM to accommodate the Secretary’s temporary schedule.
Old Business
LOUISE PARADIS, PIZZA AND SANDWICH TAKE-OUT: Louise Paradis submitted a $400 check to cover her CUP application fee for a pizza and sandwich shop, located at 930 New County Road. The shop will be take-out only and will employee Mrs. Paradis, her husband, and her daughter. The site has been inspected by the state and local fire marshals, and Mrs. Paradis has applied for the requisite state licenses. She has 14 years experience in the food industry and is serve-safe certified.
Currently the Paradis have one faucet left to plumb and are preparing to pave the driveway with a reclaimed concrete base covered by reclaimed asphalt.
Board members indicated that they have driven by the property. They saw nothing of concern and had no objections. Jim Roberts asked that Mrs. Paradis submit copies of licenses, proof of liability insurance and other required documents to the Board. Members voted to grant the Conditional Use Permit with the condition that said documents are submitted.
PERSONNELL: Currently there are three active members and one alternate. The Board is looking for two new members; Jim will put out a notice and Board members will look for residents who may be interested in serving.
WIND POWER AND TURBINES:
Members continued to discuss wind power issues. Concerns are removal costs, flicker effect, noise, and the danger of falling. Another factor to consider is the probable drop in real estate values. The following were proposed:
- Noise level: no more than 5 decibels over ambient level at point 2000 away from the windmill. There is a town ordinance for noise but it can be hard to regulate.
- Distance: 2000 feet from the nearest off-site residence, 1000 feet from the nearest property line, and 1000 feet from the nearest public road.
Jim suggested that members prepare a hand-out and slide show that could be presented at a public hearing; Dick agreed to work gather materials. The secretary was instructed to draft a document for the Town Attorney and the Selectmen to review.
New Business:
No new business was discussed.
NEXT MEETING: The September 1, 2009 meeting is canceled as there is nothing on the agenda. The next meeting will be September 15 at 7:30 PM.
Dick moved to adjourn the meeting at 7:38 PM, Dan Plourde seconded, and all voted in favor.
