Dayton Planning Board

October 1, 2013

 

Present: Rand Clark (Chair), Dan Plourde, John Boissoneault, Valerie Cole (Alt)

Town Employees Present: Jim Roberts (CEO)

 

Administrative:

The meeting was called to order at 7:10 PM. The September 3, 2013 minutes were read and approved.

 

Old Business:

None discussed.

 

New Business:

REVIEW OF ZONING ORDINANCE:

Members began review of the Dayton Zoning Ordinance, focusing on Article 1.

Key points:

  • Section E: “To balance the right of land owners to use their land with the corresponding right of abutting and neighboring land owners to live without undue disturbance…”

 

  • Section B: “To establish a fair and reasonable set of standards for evaluating each development proposal impartially, on its own merits;”

 

  • Section J: “To accomplish…objectives with the least possible regulation”

 

  • Section 1.3 Basic Requirements: Jim Roberts explained that a building can't be altered to make it more non-conforming, and it has to at least conform to standards that were in place at the time it was built.

 

Jim explained the concept of cluster housing and answered questions about subdivisions.

 

The meeting adjourned at 8:15. The next meeting will be on Tuesday, November 5th at 7:00PM and will focus on Article 2.
