Administrative:
- Dan Plourde motioned to approve the April 20, 2010 minutes. Valerie Cole seconded, all voted in favor.
- Dan Plourde motioned to approve the May 4, 2010 minutes. Valerie Cole seconded, all voted in favor.
- The minutes from the US Cellular tower/microwave antenna public hearing were reviewed and amended as noted below. Approval is pending.
- The Conditional Use Permit for the microwave antenna on the US Cellular tower was reviewed and amended as noted below. Approval is pending.
Old Business:
DON SYLVESTRE, LAND ON WHISPERING WILLOWS: Don Sylvestre presented a letter, warranty deed, and document to rescind the subdivision approval, all prepared by attorney Alan Sheppard. The deed proposes to combine the lots he purchased with his original Lot 5 and take them out of subdivision status. Nephew Dan Sylvestre’s Lot 1 would be taken out after this is recorded. David Pendleton’s name appears as a part owner.
Jim Roberts reminded the Planning Board that the existing subdivision, as it is recorded, had a requirement for a fire cistern and paved road, so the Planning Board will have to waive these requirements in the amendment to the subdivision plan. Remi Caron asked if negating the subdivision as a whole would negate the requirements, but it does not appear to be the case. The requirement for a stop sign at the end of Whispering Willows remains.
Dan Plourde made a motion to combine the Lots 1, 4, 6, and 7 in Whispering Willows into one lot with Lot 5; and to rescind the three following requirements on the subdivision: the paving of the road, the slope requirements of the road, and the cistern for the fire department. The requirement for a stop sign at the end of Whispering Willows will remain.
Valerie Cole seconded. All voted in favor.
US CELLULAR TOWER/RF STUDY ENGINEER: US Cellular has not yet provided a list of RF engineers.
Board members reviewed the CUP draft and the minutes from the May 11, 2010 public hearing and added the following sentence to condition Number 12: "The study must give actual measurements of radiation and radio frequency as present at neighboring properties."
New Business:
GAYLE AND TIM BARSTOW, INTENT TO FILE AN APPLICATION WITH SRCC: Gayle and Tim Barstow sent a certified letter to the Board of their intent to file an application with the Saco River Corridor Commission to rebuild a house at 74 Anderson Road. No action taken.
The meeting adjourned at 7:45 PM. The review of the Goodwin’s Mills food pantry is on the agenda for June 15th. Notice of the meeting will be mailed to the abutters and others who attended the April 4th meeting.
