SELECTMEN’S MEETING MINUTES                                                                                                              

November 13, 2006

PRESENT:  Ted Poirier, Jim Trask, Jim Roberts

ABSENT:  Ed LeBlanc, Angela Cushman

OTHERS PRESENT: John Boissonnault, Darrell Whitney, Sheila Dube, Mike Souliere, Wilma Harris

Selectman Ted Poirier declared the meeting open at 19:00

ANNOUNCEMENTS:

PUBLIC FORUM:

  1. John Boissonnault asked why cement blocks were installed at the transfer station.  Mike Souliere responded for safety reasons.  John stated that he had gone to the transfer station to dump some roofing shingles.  In the process, both he and his son were standing on the cement block wall.  John ended up falling into the dumpster.  Mike said that signs have been ordered saying no standing on the wall.  For now the cement blocks will stay in place.  Mike will re-look at the setup is more incidents occur.
  2. Wilma Harris was in to complain again about the water trucks.  She is under the impression that the trucks are loaded going both ways; Poland Springs to Biddeford.  Jim Roberts stated that when loaded they are suppose to be using Rt 35 and empty they should be using the Hollis Rd.  Mike Souliere has signs on order for weight limits and no thru trucks and will be installed on the Dyer Rd, Hollis Rd and Height Rd hopefully next week.  Mike will notify the sheriffs department of the new signage.
  3. Request for General Assistance.
  4. Sheila Dube asked whether the Steele Rd sign has been ordered.  Mike Souliere state that the sign has been ordered.

 

OLD BUSINESS:

  1. Jim Trask gave an update on PSAP.  Jim spoke with Lt. Pomerleau last week because Dayton had not received a contract yet.  Lt. Pomerleau is no longer in charge of PSAP.  Jim has a new contact for PSAP that he will call.  Ted Poirier asked about any start up costs associated with PSAP.  Jim to follow up on start up costs and contract.

 

NEW BUSINESS:

1.      Ted Poirier stated that from the result of the recent election, the Town of Dayton was in favor of TABOR.  Ted has spoken with Michelle Boisjoly, Assessor about obtaining some information for next year’s budget. Ted has also spoken with Mike LaFortune, Superintendent SU&, regarding the school budget.  The Selectmen discussed starting the budget process in December.

2.      Jim Track communicated that he spoke with a Lt. from the Sheriff’s Department regarding the group home off Rt 5.  The Lt. stated that the Department is getting several calls a month to the home.  The Lt. would like to come in to speak with the Selectmen and Jim Roberts (Code Enforcement Officer) regarding the licensing of the home.  Jim Roberts stated that the Town does not have anything to do with regulating the home, it falls under the State.  Jim Trask will have the Lt. contact Jim Roberts if he has any further questions.

3.      The Selectmen reviewed the response prepared by the Town’s lawyer regarding the lawsuit filed by the Gay’s regarding the Steele Rd.  Ted Poirier stated that he was contacted by Mr. Gay last week.  Ted Poirier communicated to Mr. Gay that he would not be able to talk to him as a result of the lawsuit filed.  Darrell Whitney stated that because CMP and Verizon are listed in the lawsuit, they were advised by their attorneys to not proceed until settled in court or ordered to by a judge.
