SELECTMEN’S MEETING MINUTES                                                                                                              

August 27, 2007

PRESENT:  Ted Poirier, Jim Trask, Ed LeBlanc, Jim Roberts, Mike Souliere

ABSENT:  Angela Cushman

OTHERS PRESENT:  Sheila Dube, John Guay, Millie Tuttle, Lisa Whitney

Selectman Ted Poirier declared the meeting open at 19:00

EXECUTIVE SESSION:  

The Selectmen went into executive session pursuant to 1, M.R.S.A. Section 405, (6) (A) to discuss a personnel issue.

NEW BUSINESS:

  1. Michelle Boisjoly, Tax Assessor, gave the Selectmen an update on the digital mapping for the Town.  Michelle has created a proposal to give to vendors in order to obtain pricing information.  Level II GIS is the direction that Michelle moving towards this year.  Michelle has updated the mylar maps in preparation for this next step of digital mapping. 
  2. Ted Poirier asked about the status of the Town’s Comprehensive Plan from the State.  Jim Roberts will be contacting SMRP to discuss next steps.
  3. Mike Souliere provided an update to the Selectmen.  Several signs have been ordered and will be put up as soon as possible.  Paving of Dennett Rd. will occur next month. 
  4. Jim Roberts communicated that our FEMA funding was approved for the Patriots Day Storm. 
  5. Millie Tuttle provided an update on the Eleven Town meetings.  The County Budget has been approved.  The approved budget reflects a $500,000 cut.  Other topics discussed were road requirements and reorganization.  Millie Tuttle also communicated that the School Board did file a letter of intent to start negotiations with OOB, Saco and Arundel.  Towns have a year to finalize negotiations. 
  6. Michelle Boisjoly, Tax Assessor, discussed the process of setting the mil rate with the Selectmen.  Over the years the State Revenue Sharing has fluctuated for the Town of Dayton which can cause the mil rate to fluctuate.  One way to control this fluctuation is to establish a dedicated Revenue Sharing account.  The Selectmen agreed to establishment of a dedicated account.  Michelle will be committing the taxes on 09/10/07.  Taxes will be due 10/18/07.      
  7. A compliant was received via e-mail regarding a dog issue on Rt.5.  Jim Roberts suggested getting Maurice Ouellette, York County Sheriff, to come in to discuss issuing summons for dog issues and illegal parking.
  8. An e-mail was received from the Parslows regarding a bus stop location on the corner of Rt. 35 and Gould Rd.  The Parslows were asking to have the bus stop in another location until the paving is completed in that intersection.  Lisa Whitney also asked about the bus stop for her child. SU7 Bus Dispatch should be contacted for any bus change requests.
  9. Jim Roberts communicated that he is in the process obtaining pricing from Amos Gay do complete the shoreland and zoning mapping. 
  10. Ed LeBlanc communicated that Dave Hill has expressed interest in a 2 acre piece of property owned by the Town off the Hollis Rd.  Dave would be willing to trade an approx. 5 acre piece of property that abuts the property that the Town Hall sits on. The Selectmen will need to some research on what would need to be done in order to sell or trade the 2 acre parcel owned by the Town.
