SELECTMEN’S MEETING MINUTES                                                                                                              

September 24, 2007

PRESENT:  Ted Poirier, Ed LeBlanc, Mike Souliere, Angela Cushman

ABSENT:  Jim Roberts, Jim Trask

OTHERS PRESENT:  Sheila Dube, John Guay, Darrell Whitney

Selectman Ted Poirier declared the meeting open at 19:10

APPOINTMENTS:     

 

PUBLIC FORUM:

  1. Darrell Whitney communicated that a freezer had been dumped by Steele Rd.  Mike Souliere will pick up tomorrow.
  2. A resident inquired about the possibility of street lighting on Gould Rd. via an e-mail. The Selectmen talked about the possibility of street lighting at the intersection of Gould Rd. and Rt. 35.  Once the work on the intersection is complete, street lighting will be addressed by the Selectmen and Road Commissioner.

OLD BUSINESS:

  1. Angela Cushman provided a status of updating the polling locations (Town Hall & Dayton School).  An automated overhead operator will be installed at the school.  The cost of the overhead operator is $1800 and the estimate for the wiring is $400.  The Town will be reimbursed 80% of the total bills for updating the polling locations from the State.
  2. Employee Handbook – 1st draft still being worked on by Angela Cushman and Jim Roberts.
  3. New Town Office Committee members – Selectmen looking for two residents to serve on the committee. 
  4. Over the last couple of months the Town has been dealing with several outstanding dog issues.  The Selectmen are looking to meet with Maurice Ouelette, York County Sheriff, to help with enforcement.  Maurice will be at the October 22nd Selectmen Meeting.
  5. The Selectmen are looking to meet with several individuals to obtain more information on items that might impact the Town in the future.  Angela Cushman working on setting up dates with Barry Hobbins, Dan Cabral, & Gary Conners.
  6. The Town owns property on Hollis Rd. There is currently an easement to access the property.  The Selectmen discussed the possibility of selling or trading this property.  Jim Roberts to contact David Ordway, town attorney, to determine feasibility of selling/trading. No update at this time.
  7. Update on Comprehensive Plan – no update at this time.
  8. Update on Mapping – no update at this time.
  9.  Jim Trask provided an update on the school re-organization. Jim was looking to get a topographical map to see what area would be turned over to the future region.  The school and the town hall sit on one piece of property.  Ted Poirier asked what will happen to the Dayton School in the region.  The State has stated no school closings will occur for the 1st two years.  Other topics at the re-organization meetings are teacher contracts and the region board.  Sheila Dube is representing the Town as a resident.
  10. Mike Souliere, Road Commissioner, stated that he is working with Amos Gay to determine the Town lines and then will install signs.  Reviewing speed limit signs will also be looked at some time in the near future.  Mike will also sweep the playground area as requested by the school.  A possible dead tree in the playground area will be removed by Mike if necessary.  All work completed at the school is donated my Mike.
  11.  Shoreland zoning and zoning ordinance – no update at this time.
  12. Tax Liens are currently being addressed by Angela Cushman, Treasurer.  MMA Legal has been contacted to ensure proper procedure is being followed in addressing these liens.

  1. Ed LeBlanc questioned the Town’s zoning ordinance regarding business expansion.
