SELECTMEN’S MEETING MINUTES                                                                                                              

February 5, 2007

PRESENT:  Ted Poirier, Angela Cushman, Jim Roberts, Jim Trask, Ed LeBlanc

ABSENT:  

OTHERS PRESENT: Mike Souliere, John Boissonnault, Darrell Whitney, Scott Dube, Phyllis & Brian Woodworth

Selectman Ted Poirier declared the meeting open at 19:00

EXECUTIVE SESSION:  Selectmen were in executive session form 19:00 to 19:17

ANNOUNCEMENTS:

  1. On Friday, February 9th at the Saco City Hall Sue Gendron, Commissioner of Education, will hold a Public Forum on School Consolidation from 7-8 pm
  2. On Wednesday, February 21st at the Goodwins Mills Fire Station a joint public meeting with Dayton and Lyman to discuss the Fire Department budget for 2007-2008.

NEW BUSINESS:

  1. Ed LeBlanc made a motion to move to enter into the proposed agreement with Schiavi as recommended by counsel subject to review and approval by counsel of the written agreement; 2nd by Jim Trask. Passed 3/0.
  2. Selectmen are looking to fill some positions on the Zoning Board of Appeals and the Planning Board. 
  3. Can we legally have the Town Office staff accept General Assistance applications?  Jim Trask stated the office staff could have people fill out the application and place in a sealed envelope.  The office staff will need to inform the applicants that the application will not reviewed until Monday evening by the Selectmen.
  4. Selectmen reviewed correspondence from Omar Gagnon asking about moving the Buda Rd. exit onto Hollis Rd.  The letter did state there is a Conditional Use Permit.  Ed LeBlanc stated that he plans to remove himself from this issue, as he also lives on Buda Rd. and his farm stand contributes to the increased road traffic. Jim Trask to contact DOT regarding reviewing Buda Rd.   Jim will also contact Omar.
  5. Michelle Boisjoly, Tax Assessor, discussed the possibility of implementing fees in lieu of property taxes for tax exempt properties with the Selectmen.  The Town currently has one tax exempt property.  The Selectmen are interested in researching as a possibility.
  6. The consent agreement for the Damian Elliot property that was prepared by the lawyer was reviewed and signed by the Selectmen.  Jim Roberts to contact Damian to sign the consent agreement some time this week.
  7. The audit of the Town is almost complete.  The Selectmen would like the audit firm to attend a Selectmen’s meeting once the audit report has been finalized.
  8. Angela Cushman spoke to the Selectmen about having a workshop to develop a budget for the Town Office.  The Selectmen will hold a workshop on February 26th at 6 pm.
  9. Ted Poirier would like to look into creating a charter for the Town.  Angela Cushman to obtain some information from MMA regarding creating a charter.
  10. The Selectmen discussed abandoning some town roads.  A list of potential roads to abandon will be determined by Jim Roberts and the Selectmen will address each one individually. 
  11. Angela Cushman asked about having the Town Office furnace cleaned in the near future.  Selectmen approved cleaning.  Angela to schedule cleaning with a local business. 
  12. Angela Cushman presented monthly reporting to the Selectmen.
  13. Selectmen approved LP1 plumbing training for Jim Roberts.  This training class would be in addition to his normal work hours.
