SELECTMEN’S MEETING MINUTES                                                                                                              

April 9, 2007

PRESENT:  Ted Poirier, Angela Cushman, Jim Roberts,  Ed LeBlanc, Jim Trask

ABSENT:

Selectman Ted Poirier declared the meeting open at 19:00

EXECUTIVE SESSION:  

20:05 – 20:15 To discuss a personnel issue.

ANNOUNCEMENTS:

NIMS training at the Goodwin Mills Fire Department – Public welcome – April 12th6:30 pm.

APPOINTMENTS:

OLD BUSINESS:

  1. The Lyman Snowmobile club was in to submit an article for the Town report.  “We the Lyman snowmobile club would like to have the article put back on for this year’s town vote, with two changes:  1) $6.00 per sled and 2) for the 2007-2008 year”.  Ed LeBlanc made a motion to accept article; 2nd by Jim Trask.  Passed 3/0.
  2. Ted Poirier gave an update on the status on the Town’s insurance.  Paquin & Carroll agreed to extend our coverage until June 30, 2007.  Starting in May the Selectmen will review quotes from Paquin & Carroll and Maine Municipal Association (MMA).  Angela to schedule Paquin & Carroll for May 14th and MMA for May 21st .
  3. Selectmen discussed holding a public hearing regarding filling the Tax Collector, Clerk and Treasurer position through a hiring process rather than through election.  The public hearing will be held on April 30th at 6:30 pm.  Angela to post in the Courier.
  4. Angela Cushman provided an update on Tax Liens.  The 2005 liens mature on 12/29/07.  At that time the Town can foreclose on those properties associated with the 2005 tax liens.  Selectmen asked whether we can foreclose on properties that already have mature liens? Angela Cushman to research.

 

 

NEW BUSINESS:

  1. The bonds for the Treasurer and Tax Collector are up for renewal.  The Town also has crime coverage through Paquin & Carroll.  The Selectmen will be reviewing this coverage as part of the quote process in May.  Angela to inquire with Anderson Watkins about continuing coverage until June 30th to align with the other Town insurance policies or to renew and then cancel bonds at the end of June.  
  2. Susie Bellerose was in to give an update on collections.  Selectmen approved TRIO cash receipting and tax liens training for Susie.  Also, on June 6th & 7th Susie will be attending Accounting I class in Augusta.  Selectmen approved hotel expenses. 
  3. The Selectmen discussed the date of elections in June.  The date has been changed to Tuesday, June 12th   to align with State elections.
  4. As part of the management letter comments from the Town’s auditors in order to be compliance with Maine statue the Selectmen need to vote annually to adopt a written policy to permit the disbursement of payments for municipal education costs by SU7.  As part of this vote the SU7 has agreed to provide the Selectmen with copies of School A/P and Payroll warrants.  Ed LeBlanc made a motion to accept policy; 2nd Jim Trask.  Passed 3/0.
  5. Ed LeBlanc discussed dog license late fees.  Janice Saunders, Town Clerk, will look in to state requirements.  Jim Trask made a motion to change late fee to $5 if there are no state requirements; 2nd by Ed LeBlanc.  Passed 3/0.
  6. Selectmen discussed the dispatch number part of the Fire Department Budget and the PSAP budget number.  Last year the dispatch budget number for the Fire Department was $7500 (included dispatch & 911).  This year the dispatch number is $7500 and PSAP (911) is $4500.  Why is the $7500 for dispatch staying the same? Jim Trask will follow to obtain more information.
  7. Selectmen discussed having the office positions changed to hired instead of elected.  This proposal would need to be added to the town referendum. Selectmen to review wording for the referendum.
  8. Mike Souliere discussed with the Selectmen about performing some road work on the Buzzell Rd and Waterhouse Rd. in front on the Franklin School.  Mike to follow up with the Historical Society.
