SELECTMEN MEETING MINUTES

 

MARCH 3, 2008

 

PRESENT:  Ted Poirier, Angela Cushman, Ed LeBlanc, Mike Souliere, Jim Trask

 

ABSENT: Jim Roberts

 

OTHERS PRESENT:  Sheila Dube

 

Selectmen Ted Poirier declared the meeting open at 19:00.

 

EXECUTIVE SESSION:

CORRESPONDENCE:

            A resident near Skelton Dam has a complaint about a Doggie Daycare that is walking dogs without leashes             along the dam area in the afternoons.  Cleaning up after the dogs is also not occurring by this group of 4-5             individuals.  Ken Guay to contact business regarding situation.

             

 

PUBLIC FORUM:

OLD BUSINESS:

  1. School re-organization.  No update at this time.  March 6th is the next meeting.
  2. Snow Plow contract.  Selectmen reviewed contract.  Legal ads will be placed in the Portland Press and Journal Tribune next week.  Bids due March 19th at 4pm and opened on March 24th.
  3. Employee Handbook.  Angela Cushman to update the policy and submit to the Town’s attorney for review. 
  4. Saco River Corridor Commission.  The commission is looking for a representative from the Town.  Anyone interested should contact one of the Selectmen.    
  5. Building Committee. The Committee met with the architect on February 27th and is determining next steps.
  6. Animal Control Officer.  Ed LeBlanc to follow up with Ken Guay.
  7. Maine Municipal Association would like to conduct a review of all town buildings including the school.  Angela Cushman to coordinate date & time with Mike Garrity, Jim Roberts and Andy Cole.  Review has been scheduled for March 12th.
  8. Harris Farm skier crossing sign.  Mike Souliere to contact Harris Farm.
  9. Waste Management contract.  Ed LeBlanc made a motion to award the waste management contract to BBI; 2nd by Ted Poirier. Passed 2/1.
  10. Hights Landing bids.  Ed LeBlanc will contact highest bidder for negotiations.  Low bid will be returned.

 

NEW BUSINESS:

  1. Municipal capital improvement for Transfer Station.  Ed LeBlanc made a motion to allocate $1,761.43 to make capital improvements at the Transfer Station; 2nd Jim Trask.  Passed 3/0.
  2. Town budget.  Ted Poirier discussed several of the areas of the budget that could potentially see some significant increases – school, fire department and county.
  3. A holiday schedule for the Town Office was approved by the Selectmen.
  4. General Assistance training.  Angela Cushman and Jim Roberts attended training on February 27th. 
  5. PSAP forms.  A form to extend the PSAP contract will be coming through the Eleven Town Group.  Ted Poirier to follow up with Millie Tuttle, Dayton’s representative on the group.
