SELECTMEN MEETING MINUTES

 

FEBRUARY 19, 2008

 

PRESENT:  Ted Poirier, Ed LeBlanc, Angela Cushman, Jim Roberts, Mike Souliere

Selectmen Ted Poirier declared the meeting open at 19:05.

PUBLIC FORUM:

  1.  

 

OLD BUSINESS:

  1. School re-organization.  No update at this time
  2. Snow Plow contract.  David Ordway, Town Attorney, has provided a draft contract to the Selectmen for review.     
  3. Employee Handbook.  Angela Cushman to update the policy and submit to the Town’s attorney for review. 
  4. Saco River Corridor Commission.  The commission is looking for a representative from the Town.  Anyone interested should contact one of the Selectmen.    
  5. General Assistance.  Angela Cushman and Jim Roberts to attend training February 28th for General Assistance. 
  6. Building Committee. The Building Committee will be meeting February 20th, 6:30 pm. 
  7. Animal Control Officer.  Ed LeBlanc to follow up with Ken Guay.
  8. Capital improvement funds.  Angela Cushman communicated that the Selectmen may authorize expenditures without a further vote of the town’s residents.

           

NEW BUSINESS:

  1. Amos Gay was in to provide an update on mapping.  Amos communicated that there are couple of areas that the current zoning does not address clearly.  Jim Roberts communicated that on March 5th there will a Public Hearing regarding some zoning changes.
  2. Fuel Assistance.  Angela Cushman attended a meeting regarding “Keeping Neighbors Warm” emergency heating program.  This program is not only for low-income individuals but also for those who may not qualify for federal programs, but need help.  General Assistance coordinators from each town will administer.
  3. Budget schedule.  The Selectmen will be conducting budget workshops on Mondays starting March 3rd at 6 pm prior to the Selectmen meetings. 
  4. Solid Waste Reporting.  Jim Trask to complete reporting.
  5. Maine Municipal Association would like to conduct a review of all town buildings including the school.  Angela Cushman to coordinate date & time with Mike Garrity, Jim Roberts and Andy Cole.
  6. A Public Hearing will be held March 5th regarding zoning changes in the small modular.
  7. Ed LeBlanc communicated that the snowplow contractor asked for an extension on the contract.  Ed asked about a fuel consumption increase in the contract.  Jim Roberts reviewed Selectmen minutes for any prior discussions on this issue.  In 2005, the Selectmen did make a motion to add a line item in the following year for possible fuel and/or salt price increase. This was never added to the budget the next year.  The recent bill submitted from the snowplow contractor included $360.00 for salt in the resident bin.  Ed LeBlanc made a motion to pay for the $360.00 of salt in the resident bin; 2nd by Ted Poirier. Passed 2/0.
