SELECTMEN’S MEETING MINUTES

April 11, 2005

PRESENT: Ed LeBlanc, Keith Harris, Jim Trask, Chris L’Heureux,

ABSENT: None

OTHERS PRESENT: Jim Roberts, Ted Poirier, Mike Souliere, Skip Cushman, Dana Robinson, Dennis Dutremble, Woody Brown, Darrell Stewart,

Selectman Ed LeBlanc declared the meeting open at 19:04

APPOINTMENTS: None

OLD BUSINESS:

1. Goodwin’s Mills Fire Dept has notified us that they notified their members on our request to do ½ of the Training Stipend Program. They would like the Selectmen to reconsider or they will Petition the Town to have the Article on the Warrant. Motion by Jim Trask 2nd by Ed LeBlanc to put the Article on the Warrant for the Training Stipend Program noting the Selectmen do not recommend. Passed 2/1

 

 

~NEW BUSINESS:

1. Town Employee Salaries were discussed; heavy discussion on the School Boards Salary of $400 per member and $500 to the Chair, after much discussion a motion was made by Ed LeBlanc 2nd by Keith Harris to increase the salaries to $700 per member and $900 to the Chair. Passed 3/0

2. Woody Brown was in to talk about the possibility of having the Tax Collector, Town Treasurer and Town Clerk as Appointed positions instead of Elected. The Selectmen informed him that they have been looking into that and they will probably have a Referendum question this year to have that changed.

3. Skip Cushman was in to brief the Selectmen on the Air Quality complaints at the new Portable, he gave a brief summary of their emergency meeting they held last week. In brief he stated that the Environmental Specialist they have hired has preformed several test and they have found nothing yet. The School Board stated that they have pushed up the removing of the carpet and replacing it with tile. They are requesting the $5,500 in the School Capital Improvement account to help with this, total cost estimate is $19,000. They are hoping to come up with the rest of the monies from their Operating Budget. They are planning to replace as much carpet as possible over April vacation then doing the rest on the weekends till it is all replaced. Motion by Ed LeBlanc 2nd by Keith Harris to give the School Board up to $5,000 in the School Capital Funds to help replace the carpets to tile. Passed 3/0

4. I Keith Harris move that the board go into Executive Session pursuant to 1 M.R.S.A. § 405(6)(A) to discuss an Abatement in taxes received from the Assessor’s Office for Darrell Stewart at 19:58. Selectmen out of Executive Session at 20:21 Passed 3/0

5. Keith Harris briefed the Board re: a request from the 11 Towns Group that a representative be there next Monday at 7pm for a meeting to discuss a Legislature Bill to consolidate emergency dispatch services. Ed stated that if we have someone available we will send a representative.

6. Declaration of Certified Ratio was discussed. Motion by Ed LeBlanc 2nd by Keith Harris to go with the 88% ratio.

7. Motion by Ed LeBlanc 2ND By Keith Harris to accept the Budget Committee’s recommendation on the Budget (copy attached) Passed 3/0

8. Motion by Keith Harris 2nd by Jim Trask to no put any Social Service request not funded by the Budget Committee on the Warrant. Passed 3/0
