SELECTMEN MEETING MINUTES
JANUARY 15, 2008
PRESENT:  Jim Trask, Ted Poirier, Angela Cushman, Jim Roberts
ABSENT: Ed LeBlanc

Selectmen Ted Poirier declared the meeting open at 19:00.

1.       DEP Mercury Thermostat Incentive Program
PUBLIC FORUM:
1.      
OLD BUSINESS:
1.      Selectmen have received a written update from the Town’s attorney regarding the town property on Hollis Rd. The Selectmen will review letter and make a decision on next steps at a later meeting.
2.      Jim Trask provided an update on school re-organization. There is new legislation being proposed about the mil rate being at the discretion of the Town. The current legislation states that each Town was going to be required to set 2 mils for education.  The Town’s percentage of the entire regional budget will be around 10%.
3.      Contract zoning ordinance. No update at this time.
4.      Waste management contract.  The updated contract was given to David Ordway, Town Attorney, for review.  The current contract expires in March, so bidding would occur in February.  David will be at the Selectmen’s meeting February 22nd at 7pm.  
5.      Snow Plow contract.  The updated contract was given to David Ordway for review.  Bidding for this contract will occur in April.  
6.      Employee Handbook.  The Selectmen will have another workshop review the draft handbook and will meet again on January 28th 6-7pm to continue review.  
7.      Saco River Corridor Commission.  The commission is looking for a representative from the Town.  Anyone interested should contact one of the Selectmen.  Jim Roberts will add to the Town website.
8.      2005 Tax Lien update.  There is one property that the Town automatically foreclosed on as a result of the process.  Angela Cushman contacted David Ordway to determine next steps.  Angela to contact resident to discuss next steps.  
9.      General Assistance Special Town Meeting.  Currently, the Town has over spent the account for general assistance.  Discussion was held on whether a special town meeting should be held to obtain approval to move monies from surplus to the general assistance account.  Angela Cushman to review current finances and determine whether there will be any other accounts that need to be addressed by the Selectmen and Town. Discussion will be held on January 28th.
10.     Budget Committee. Angela Cushman has invited the Town’s Budget Committee to the February 4th Selectmen’s Meeting to briefly discuss direction of budget for the Town.
NEW BUSINESS:
1.      Jim Roberts is now certified as a Plumbing Inspector.  Mike Polakewich is currently appointed as the Town’s Plumbing Inspector.  Jim Trask will contact Mike Polakewich to see what his interest is in continuing to be the Town’s inspector.  
2.      Selectmen discussed the need to have more training on General Assistance.  Angela Cushman will contact Cindy Boyd, DHS, regarding training.
