SELECTMEN’S MEETING MINUTES                                                                                                               
November 5, 2007
PRESENT:  Ted Poirier, Ed LeBlanc, Jim Trask, Angela Cushman ABSENT:  Jim Roberts

Selectman Ted Poirier declared the meeting open at 19:00EXECUTIVE SESSION:

PUBLIC FORUM:
1.      John Boissonnault asked about the tree cleanup along the Buzzell Rd.  Mike Souliere, Road Commissioner stated that the work was associated with the Patriots Day storm.  
OLD BUSINESS:
NEW BUSINESS:
A.      Barry Hobbins and Gary Connor were in to discuss various topics with the Selectmen.  Barry and Gary provided the Selectmen with a Financial Template that outlined Dayton’s portion of the new proposed Regional School Unit (RSU).  By participating in the RSU, Dayton overall school budget will decrease.  The purpose of the RSU is to save on administration fees and hopefully improve the quality of education.  There have been 63 bills submitted to change the proposed re-organization to the legislature and all have been rejected.  The majority in Augusta support the re-organization.  The taxpayers will need to be educated on the proposed re-organization.  The Arundel/Thornton Academy Middle school is a 10 year contract.  At year 5 the parties can negotiate some new terms.  If OOB decided to opt out of the RSU, OOB’s school budget would increase $900,000 because they would lose funding from the State.  
        Gary and Barry both supported the upcoming bonds.  The bonds are competitive.  For every dollar invested        into research & design the state receive $7 back.
        Gary noted that the Town is in the process of building some recreation fields.  Gary stated that he would look  into potential funding available at both the state and federal levels.
