SELECTMEN’S MEETING MINUTES                                                                                                               
December 11, 2006
PRESENT:  Ted Poirier, Jim Trask, Jim Roberts, Ed LeBlanc, Angela Cushman
ABSENT:  
OTHERS PRESENT: Mike Souliere, John Boissonnault, Darrell Whitney, Gaylen Hall, Wilma Harris, Amos Gay
Selectman Ted Poirier declared the meeting open at 19:00

APPOINTMENTS:           

PUBLIC FORUM:
1.      John Boissonnault asked for clarifications regarding an article in the paper mentioning commercial zoning in Dayton whether this was in conjunction with the Village District zoning work being completed by Amos Gay.  Ed LeBlanc clarified that the work being performed by Amos Gay is to determine where the lines lay specifically for the Village District Zone.  There is currently a subdivision being proposed to the Planning Board that lies in the Village District Zone.  This work is only to determine Village District Zone and nothing to do with zoning related to commercial business.
2.      Daryl Whitney acknowledged the new street sign on Steele Rd.  Daryl also asked about the status of the abandonment of the Steele Rd.  Ed LeBlanc responded that the Selectmen are still in the process of abandoning the road.  Selectmen stated that reason the town abandoned the road was not have to maintain the road.  The Steele Rd is still considered a public right of way.  
OLD BUSINESS:
1.      Angela Cushman asked about replacing the current answering machine with voice mail.  Messages left on the answering machine are hard to hear.  If one voice mail box is added, only messages received after hours would be recorded.  If two voice mail boxes are added, after hours and messages received when both lines are busy would be recorded.  The cost for two boxes would be $20 to install and $12 a month for a service fee.  Ed LeBlanc made a motion to have 2 voice mail boxes installed and 2nd by Jim Trask; passed 3/0.
2.      Jim Trask communicated that John Coniaris will be the alternate for the budget committee. Bill Harris and Barbara Petersen terms expire this year.  Selectmen to confirm if these two individuals are interested in continuing to be on the budget committee.
3.      Appeal Board minutes were reviewed by the Selectmen.

NEW BUSINESS:
1.      Tax Assessor budget for next year continues to be the same.  If the town budget does not increase more than $60,000, the mill rate will stay the same.  If the budget goes over the $60,000, the mill rate will increase.
2.      Mike Souliere communicated that the guard rail will be installed at the transfer station.  Also, Dayton Sand & Gravel will be taking care of the culvert patching on the Dennet Road. Ed LeBlanc stated that there is trash on the Company Rd. and Mike stated there is some on the River Rd.  Mike communicated that every 2 weeks they pick up trash along the roads.  
3.      Susan Bellerose, tax collector, and Angela Cushman, treasurer, presented reporting for November to the Selectmen.  Discussion was held regarding outstanding taxes due the Town.  Ed LeBlanc stated that over the last couple of years the Town has been more aggressive in collecting taxes.  Susan and Angela are committed to learning more about the lien process and lowering the outstanding taxes due the Town.
4.      Susan Bellerose asked the Selectmen to consider increasing the agent fee from $2 to either $3 or $4 according to the State.  Surrounding towns are charging $4.  The fees would help offset training and dues expenses.  Susan’s recommendation would be to increase the fee starting January 1st.  
5.      Susan Bellerose asked the Selectmen to consider changing the hours on Monday to 2-7pm instead of 4-9pm.  Jim Trask made a motion to change Monday hours to 2-7pm starting on January 1st; 2nd by Ed LeBlanc; passed by 3/0.  New hours will be posted on the website, door and in the Courier.
6.      Selectmen reviewed the PSAP contract.  The annual fee for the contract will be $4,500.  Ted Poirier to review and sign the contract.  
7.      Amos Gay presented a preliminary plan for the Village Zone District.  The results of Amos’s work will be tied into the state coordinating system.  Amos will be back next week.
8.      Debbie Bean called to let the Selectmen know that her mail box was wiped out by the plow.  Ed LeBlanc will contact Debbie and Paul Poirier.  The Town is not responsible for damaged mail boxes in Town right of ways.  Jim Roberts to post policy on the website.
9.      A family in town is in need for a food basket.  The town employees will sponsor a food basket for this particular family.
10.     Selectmen went into executive session to discuss health insurance costs and impacts to employees.  Based on the executive session Jim Trask made a motion to split the cost of the increase with the employees effective January 1, 2007; 2nd by Ed LeBlanc; Passed 3/0.
