To James Roberts, a Constable in the Town of Dayton, in the County of York,
Greetings:
In the name of the State of Maine, you are hereby required to notify and warn the voters of the Town of Dayton, in said County, qualified by law to vote in Town affairs, to assemble at the Dayton School All-Purpose Building, in said Town, on Tuesday, the 12th day of June, A.D. 2007 at nine o’clock in the forenoon, then and there to act on the following articles to wit:
ARTICLE 1. To choose a moderator to preside at said meeting.
ARTICLE 2. To choose a Selectman (3 year term), a Road Commissioner (3 year term) and three members of the Superintending School Committee (One 2 year term & Two 3 year terms).
*Town Meeting will be postponed after this Article till June 13th 2007 at 6:30 PM*
ARTICLES 3 THROUGH 11 ALLOCATE THE SCHOOL BUDGET BETWEEN EXPENDITURE CATEGORIES AS DESCRIBED
ARTICLE 3. To see what sum the voters of the Town of Dayton will authorize the School Committee to expend for Technology. (School Committee/Budget Committee recommends $33,294).
ARTICLE 4. To see what sum the voters of the Town of Dayton will authorize the School Committee to expend for Health Services. (School Committee/Budget Committee recommends $34,712).
ARTICLE 5. To see what sum the voters of the Town of Dayton will authorize the School Committee to expend for School Committee duties. (School Committee/Budget Committee recommends $17,966).
ARTICLE 6. To see what sum the voters of the Town of Dayton will authorize the School Committee to expend for the School Union #7 Office (Superintendent, Financial Services, etc.) (School Committee recommends $60,078).
ARTICLE 7. To see what sum the voters of the Town of Dayton will authorize the School Committee to expend for Operation and Maintenance of Plant. (School Committee/Budget Committee recommends $344,070).
ARTICLE 8. To see what sum the voters of the Town of Dayton will authorize the School Committee to expend for Student Transportation. (School Committee/Budget Committee recommends $211,686).
ARTICLE 9. To see what sum the voters of the Town of Dayton will authorize the School Committee to expend for Elementary Instruction. (School Committee/Budget Committee recommends $1,586,619).
ARTICLE 10. To see what sum the voters of the Town of Dayton will authorize the School Committee to expend for Secondary Instruction. (School Committee/Budget Committee recommends $1,147,633).
ARTICLE 11. To see what sum the voters of the Town of Dayton will authorize the School Committee to expend for Special Education. (School Committee/Budget Committee recommends $694,958).
ARTICLE 12 AUTHORIZES TRANSFERS BETWEEN EXPENDITURE CATEGORIES PROVIDED THE TOTAL SCHOOL BUDGET IS NOT INCREASED
ARTICLE 12. To see what percentage of any school budget line or lines (recommended 5%) the voters of the Town of Dayton will authorize the School Committee to transfer to another school budget line(s) in the event of emergencies or unexpected needs, provided that the authorized expenditures for schools is not exceeded.
ARTICLES 13 AND 14 RAISE FUNDS TO EXPEND FOR THE SCHOOL BUDGET
ARTICLE 13. Essential Programs and Services Funding Allocation. To see what sum the Town of Dayton will appropriate for total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act (School Committee/Budget Committee Recommends $3,425,161) and to see what sum the Town of Dayton will raise as the Town’s contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act in accordance with the Maine Revised Statutes, Title 20-A, section 15688. (School Committee/Budget Committee recommends $1,284,888)
Explanation: The Town’s contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act is the amount of money determined by state law to be the minimum amount that the Town must raise in order to receive the full amount of state dollars.
ARTICLE 14. Additional Local Funds. (Written Ballot Required) Shall the Town of Dayton raise and appropriate $609,590 in additional local funds, which exceeds the State’s Essential Programs and Services allocation model by $474,632 as required to fund the budget recommended by the School Committee?
The School Committee recommends $609,590 for additional local funds and gives the following reasons for exceeding the State’s Essential Programs and Services funding model by $474,632: to cover costs of the Town’s school that the state’s funding model does not recognize, primarily the cost of private tuition to Thornton Academy, which exceeds the State’s per pupil rate for grades 9 -12.
Explanation: The additional local funds are those locally raised funds over and above the Town’s local contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act and local amounts raised for the annual payment on non-state-funded debt service that will help achieve the Town’s budget for educational programs.
ARTICLE 15 AUTHORIZES THE SCHOOL BOARD TO EXPEND THE TOTAL SCHOOL BUDGET FROM THE ABOVE SOURCES AND OTHER AVAILABLE FUNDS
ARTICLE 15. Total School Budget Summary. To see what sum the Town of Dayton will authorize the school committee to expend for the fiscal year beginning July 1, 2007 and ending June 30, 2008 from the Town’s contributions to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act, non-state-funded school construction projects, additional local funds for school purposes under the Maine Revised Statutes, Title 20-A, section 15690, unexpended balances, tuition receipts, state subsidy and other receipts for the support of schools. (School Committee/Budget Committee recommends $4,131,016).
ARTICLE 16 RAISES FUNDS TO EXPEND FOR THE FOOD SERVICE PROGRAM BUDGET
ARTICLE 16. To see what sum the Town of Dayton will raise and authorize the School Committee to expend for the local costs of the food service program, in addition to such aid and other receipts as are received and expended for the food service program budget.

ARTICLE 17. To see if the Town will vote to raise and appropriate the sum of $131,010.00 for Town Employee Salaries, Unemployment Wages and the Town’s share of Social Security and Medicare for its employees.
