Members Present: Rick Shaw, Derrick Vezina, Dick Hall, Valerie Cole (Alt)
Others Present: Jim Roberts

ADMINISTRATIVE:
Dick Hall moved to approve the January 7, 2008 minutes, Derrick Vezina seconded, all voted in favor.

Members noted that more people are needed on the board. Derrick’s term is ending soon and only four members have been attending regularly.

Currently Dayton has no members on the Saco River Corridor Commission. There probably should be a town representative on the Commission.

OLD BUSINESS:
RICK AHEARN AND JODIE AHEARN, MOBILE HOME PARK: No new information.
WATER HARVESTING RIGHTS: Dick Hall said he never received anything substantial on water harvesting. Jim Roberts noted that if necessary a moratorium could be placed and could be made retroactive if this becomes an issue. He noted that it would be good to check with other towns to see what they are doing.

NEW BUSINESS:
PROPOSED ZONING CHANGES: Jim Roberts handed out copies of proposed zoning ordinance changes and said the Selectmen would be planning a special town meeting for a vote. No date has been set yet for the special town meeting. The changes address amendments to several areas, the most notable being:
Section 4.2 Definition of a dwelling unit
Section 5.2A Mixed use district addressing sections of Routes 5 and 35
Section 5.2 B clarify the definition of a critical rural district
Section 5.2 C Shoreland overlay district
Section 7.23 Timber Harvesting and harvesting with respect to shoreland zoning
Section 9.5.B.3 Shoreland zoning
It was noted that many of the proposed changes are to bring the Town into compliance with the State’s shoreland zoning.

The public hearing will be held at 7 PM on March 5 at the modular building next to Town Hall.
There is no meeting on February 18, 2008 due to Presidents’ Day. The next meeting will be held on March 3.
The meeting ended at 7:35 PM.
