DAYTON PLANNING BOARD
Regular Meeting
October 17, 2005

Members Present: Nancy Harriman (Chair), Heather Pinet, Tony Viera, Derrick Vezina, Rick Shaw,
Absent: Rose Hill, Ron Wormwood
Others Present: Linda Stilphen, Marie Reidman

Administrative Business:
Nancy Harriman called the meeting to order at 7:00 PM.
The October 3, 2005 minutes were read and approved.

Old Business:
KORPI SUBDIVISION: No new information. A sitewalk and public hearing are scheduled for Saturday, October 22, 2005 at 9:00 AM on South Street. The subdivision will be on the agenda for the November 7 meeting.

CLARIFICATION OF ZONING MAP: Members noted that the boundary between the village and farm/forest zones are not clearly mapped. This matter was mentioned to the Selectmen. No new information.

COMPREHENSIVE PLAN: The Selectmen are meeting with a representative from the State Planning Office on Monday, October 24, 2005 at 7:00. Board members are encouraged to attend. The meeting will address reasons why the SPO did not accept Dayton’s proposed Comprehensive Plan.

New Business:
LINDA STILPHEN, GARDENS OF ATLANTIS HEALING ARTS CENTER: Ms. Stilphen and Ms. Marie Reidman addressed the Board about the possibility of creating a healing arts center on Rt. 35. The center would consist of several offices and would provide massage, homeopathy, and other therapies. Ms. Stilphen would probably employ a receptionist and licensed sub-contractors would fill the other positions. The facility would add a small parking lot but would not create any new entrances to the street. It is estimated that there might have ten cars in the lot during business hours. Ms. Stilphen plans to live in an apartment in the building. She was advised that the Board would look at several issues, such as handicapped accessibility, hours of operation, signage, and lighting, among other things.

Ms. Stilphen is currently in negotiations to buy the property. She was advised by the Planning Board to file a CUP application and gather names of abutters. A sitewalk and public hearing will then be scheduled. Ms. Stilphen is on the agenda for the November 7 meeting.

The meeting was adjourned at 7:50 PM. The next regular meeting is scheduled for Monday, November 7, 2005, 7:00 PM at the Town Hall.
